Greater Kampala Metropolitan Area -Urban Development Programme(GKMA-UDP)

The Government of Uganda (GoU) spearheaded by Office of the President - Ministry of Kampala Capital City and Metropolitan Affairs (MoKCC&MA) is implementing the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) with the objective of ‘Improving Institutional Capacity in the GKMA for Metropolitan coordination, management and increased access to Infrastructure and Services’. This Program will be implemented over a 5-year period with effect from FY 2023/24 funded by World Bank (WB) with a credit of US$518 million and a grant of US$48 million with co-financing of €40 million (equivalent to US$42.66 million) from Agence Française de Development (AFD). Additionally, there will be a GoU contribution amounting to US$ 571million. This Program focuses on increasing infrastructure for economic competitiveness, job creation, conservation and protection of environmental assets and improved service delivery in the GKMA. The Ministry of Kampala Capital City and Metropolitan Affairs carries out its implementation through the nine Entities of Kampala Capital City Authority (KCCA); the districts of Wakiso, Mukono, Mpigi and the Municipalities of Kira, Nansana, Makindye-Ssabagabo, Mukono and Entebbe. The implementation of this Program is aligned to the development framework for GKMA as a Special Planning Area (2024), Uganda’s Vision 2040, the National Development Plan III, GKMA Integrated Urban Development Master Plan (2024/25- 2049/2050 and the GKMA Economic Development Strategy (2020–2030) which provide the frameworks for strategic and prioritized interventions to address challenges in the GKMA. This Program draws experiences from other GoU implemented projects supporting service delivery and infrastructure development such as: the Kampala Institutional Infrastructure Development Project (KIIDP I and II), Uganda Support to Municipal Infrastructure Program (USMID), Second Economic and Financial Management Project (EMFP II), Local Government Development Program (LGDP I & II) and the Local Government Management and Service Delivery Program (LGMSDP), with support from Development Partners. Effective implementation of GKMA-UDP will foster local economic development, promote coordinated strategic investments, promote environmental sustainability and climate resilience through community participation, ownership and sustainability of services. This Program Operations Manual that has been prepared in a consultative process is a guiding document to facilitate the smooth implementation and harmonization of works for all the Program stakeholders. It is important to note that the Manual is not a replacement of the existing policies, laws and regulations governing operations in the Country. Instead, it serves as a complimentary tool fortifying the accountability and reporting frameworks for stakeholders. The Program is operated under the Performance for Results (PforR) financing modality which is intended to ensure sufficient safeguards for proper utilization of funds as well as to promote strong institutional performance in the key functional areas of budgeting, procurement and financial management, among others.

The Government of Uganda (GoU), through the Ministry of Kampala Capital City and Metropolitan Affairs (MoKCC&MA), is implementing the five-year Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP). This program aims to address key urban challenges within the GKMA, including:

  • Inadequate urban infrastructure
  • Constrained service delivery
  • An uncompetitive business environment
  • Limited employment opportunities

The program began in the Fiscal Year 2023/24, with financial support from the World Bank (a credit of US$518 million and a grant of US$48 million). Additionally, Agence Française de Développement (AFD) is providing co-financing of €40 million (approximately US$42.66 million). The initiative is aligned with Uganda’s Vision 2040, the National Development Plan III (NDP III), and the GKMA Economic Development Strategy (2020–2030).

The program seeks to enhance mobility and connectivity, promote job creation, build environmental resilience, and strengthen the institutional capacity of the MoKCC&MA and other GKMA implementing entities. These include Kampala Capital City Authority (KCCA), the district local governments of Wakiso, Mukono, and Mpigi, as well as the municipalities of Kira, Nansana, Makindye-Ssabagabo, Mukono, and Entebbe.

Drawing on lessons from prior projects such as the Kampala Institutional Infrastructure Development Projects (KIIDP I & II), Uganda Support to Municipal Infrastructure Development (USMID), and others, GKMA-UDP emphasizes community participation, environmental sustainability, and strategic investment coordination.

The overall goal of the program is to transform GKMA into an efficient and Productive urban area with improved infrastructure and access to services over the next 5 years 

specifically, the program is intended to achieve the following outcomes:

  • Improved GKMA transport services - reducing travel time from 4.1 to 3.5 min/km within 5 Years.
  • Improved flood management services in GKMA to losses to property, infrastructure & lives
  • Improved access to decent working spaces within especially for the youth
